Prof. Oliver received the B.Sc. and Ph.D. degree from Universitat Politènica de Catalunya, in 1994 and 1999, respectively and made a postdoctoral stage in the Wireless Information Networks Laboratory at Rutgers University (USA). He also got in 2009 a three-year degree in Business Administration from the Universitat Oberta de Catalunya, and was involved in GloColl executive Education at Harvard Business School in 2011. Between 2004 and 2005 he was also director of the Telecommunication School at the Universitat Pompeu Fabra where he moved in 2001. He is leading the multidisciplinary Networking and Strategies Research Group (NeTS), accredited as part of the TECNIO strategy of the regional government, gathering over 15 researchers from 8 countries.  He is currently an Associated Professor at UPF and engaged with the government of the University as vice rector for Quality and Institutional Strategy.

Prof. Oliver has authored over 60 technical papers, as well as edited three books, holds three patents, supervised eight PhD thesis, four more in progress, pushed for two spinoff projects and has contributed to several books. Four of his papers have received the best paper award. Has has two Jaume Vicens Vives awards from the Generalitat de Catalunya. He has served as reviewer for various international journals and is actively involved in committees and chairing international conferences such as EUNICE and MACOM.

Miquel Oliver co-ordinates the Telefonica's Chair devoted to Social Innovation in Education since 2013. In this area he has been pushing the UCATx MOOCs initiative from the Catalan Government to orchestrate a joint offer from 12 Catalan universities.  UCATx, which started in April 2013, provides a framework to rethink higher education by pushing universities to design and adopt more blended learning strategies while defining institutional actions for online learning. 

He has been visiting international research groups like Columbia Institute for Tele-Information at Columbia University (USA) and is active member of the panEuropean EUNICE network, created to foster the mobility in the field of ICT to promote research cooperation between its member institutions.

During the last academic year 2013-14, Prof. Oliver has been visiting scientist at CSAIL/MIT.
